Techfugees is an international non-profit organization which coordinates the commitment of the technology community to building solutions with displaced people and contributing to meet their needs in terms of access to rights, education, health, employment and social inclusion.<\/p>

Techfugees manages and supports long-term projects for displaced people within the framework of the\u00a017 Sustainable Development Goals<\/a>\u00a0of the United Nations.<\/strong><\/p>

Techfugees has developed these Guiding Principles based on\u00a0nearly 4 years of experience<\/strong>\u00a0running hackathons and events\u00a0in 25 countries<\/a>. This experience is the basis, on which we have developed the strong belief that tech projects can have a long-term impact on refugees and displaced people if they are guided by a set of ethical principles and values.<\/p>

These Guiding Principles are not imposed on the community as a prescription but are here to guide\u00a0our collective action towards a shared goal:<\/strong>\u00a0to create technology that empowers displaced people around the world.<\/p>

These Guiding Principles are aimed at providing you with useful guidance to start a #tech4refugees\u2019 project and it is important to both recognize that there is always a huge amount of extra resources and partners needed for a successful implementation.<\/p>

The Techfugees community builds technology that contributes to the response of the needs of refugees and displaced persons.<\/span><\/p>

Human Centered Design<\/b> is not User Centered Design<\/b>, it goes beyond. It\u2019s not only about putting ourselves in the shoes of the user and understanding their behaviors, it\u2019s all about building empathy. We encourage co-creation with users and understand the emotional state effects of displacement journeys.\u00a0<\/p>

Any design and deployment of technology shall use a human-centered design approach, which is <\/span>a process that starts with refugees and ends with tailored made solutions that suit their needs<\/b>.\u00a0<\/span><\/p>

As an innovator, <\/span>we don\u2019t know what we don\u2019t know<\/b>. Whether it\u2019s from personal experience or assumptions, we shouldn\u2019t take our beliefs for granted. We want to ask, listen, understand and test at each step of the problem-solving process.\u00a0<\/span><\/p>

Let’s be mindful of not getting into superficial nor pre-oriented feedback loops but rather build <\/span>deep<\/b> empathy with users to avoid biases as much as possible and deliver a real impact.\u00a0<\/span><\/p>

In the process of building technology with and for refugees and displaced persons, aim to make your targeted users not only beneficiaries of your technology, but aim to build it with them and make them co-creators.<\/p>

By offering them the opportunity to make revenue or learn something new through the use of your tech, they not only benefit from the services your product offers, the refugees and displaced persons become empowered advocates of your technology.<\/p>

3. Don\u2019t collect data for data\u2019s sake! \n (#DataGovernance & #Transparency)<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Displaced persons can be helped as well as harmed by the use of data.<\/span><\/p>

Protecting these vulnerable people from the harms posed by data use is a shared responsibility.<\/span><\/p>

Here a few recommendations to bear in mind:<\/span><\/p>

\u2013 The collection, generation and use of data should never be done simply because they can be; the need and potential benefits should be clear, defined and justified as a way to respond to a need or improve the service towards refugees.\u00a0\u00a0<\/span><\/p>

\u2013 Presume that all your users will not read the terms and conditions of your technology product. Consider the ethical implications of collecting data when building your product.<\/span><\/p>

\u2013 If you choose to disclose data, it must not lead to already vulnerable individuals and communities being further harmed or exploited. In case where it is possible, pre-identify risks associated with a proposed used of data. \u2013 Assume that hostile regimes may attempt to access data for the wrong reasons. Most State supported hackers and some Government surveillance services are capable of hacking any data.<\/span><\/p>

\u2013 As most data breaches and leaking come from human failure, it matters that you take extra care in the way you store, who has access and how one can get access to the data. Make sure to always adhere to legal and ethical standards in place. \u00a0 \u2013 Any data or results deriving from a population should be shared with that population. Too many communities in tech projects get asked for their data without seeing the results!<\/span><\/p>

\u2013 Overall, this data responsibility rule goes beyond the concepts of \u201cdata privacy\u201d and \u201cdata protection\u201d. It entails a set of principles, processes and tools that seek to leverage data to improve people\u2019s lives in a responsible manner.<\/span><\/p>

Open source projects are adequate with our philosophy of empowering vulnerable, displaced populations: open source code is of universal access, decentralized and co-created by nature.\u00a0\u00a0<\/span><\/p>

It encourages collaboration and so peer-to-peer learning within the community.<\/span><\/p>

Building technology for refugees should contribute to the development of the entire community: it does not exacerbate inequality or harm any member of society, we always seek to help as many as possible.<\/span><\/p>

Keep in mind that you are dealing with users that rarely have the luxury to have other options; as such you should ensure consistent service and be ready to take appropriate measure if the technology proves to be dysfunctional or outdated.<\/span><\/p>

\u2013 We stress the need to think about how your product fits into the whole ecosystem: isn\u2019t there a solution that already exists? Line up clear ideas of business models, don\u2019t postpone them for later.<\/span><\/p>

\u2013 An app that does not work anymore or is left not up to date can harm the life of refugees and displaced persons, creating distrust towards technology and the ecosystem of refugee tech. Build tools that the community can take ownership of and maintain even if you disappear.<\/span><\/p>

\u2013 A quick warning for products relying on a lot of fresh content: content goes outdated fast. Think twice about your responsibility to keep it updated and your users informed about when it was last edited.<\/span><\/p>

\n\t\t\t\t\t\t\t\t\t

You will find that innovating for integration is tough: it becomes very political very fast and the issue tends to be that laws are constraining or preventing empowerment of the very people you are trying to help.<\/span><\/p>\n

As such, Techfugees recommends that you become knowledgeable in a human rights-based approach.<\/span><\/p>\n

This is \u201ca conceptual framework for the process of human development that is normatively based on international human rights standards and operationally directed to promoting and protecting human rights\u201d.<\/span><\/p>\n

Not only will it educate you to the heart of development problems and unveil the discriminatory practices and unjust distributions of power, it will help anchor your approach and tech solution to a system of rights and corresponding obligations established by international law, helping the sustainability of your work and empowering the vulnerable populations you help to participate in policy formulation.<\/span><\/p>\n

Refugees are not the only ones involved in the inclusion process. Inclusion has challenges that displaced persons alone cannot face on their own, as laws and legislations may restrict their empowerment.<\/span><\/p>\n

It is not enough to have technological expertise to help in this context. Rather, we must be aware of the legal environment, political agendas, decision makers and everything related. Therefore;<\/span> Techfugees recommends us to be aware of the human rights based approach and know the context in which we operate in order to achieve the impact we aspire to.<\/span><\/p>\n

Technology alone cannot make up for the absence of political will or the lack of a shared commitment to solving the challenge as a global community.<\/span><\/p>

Technology is not the solution to everything, we need 1\/ Humans 2\/ Political willingness 3\/International collaboration in the migration field to foster inclusion.\u00a0<\/span><\/p>

We understand that there are clear limitations with technological products that do drive change, especially when it comes to scaling.<\/span><\/p>

We love projects that are aware of their limitations and focus on solving parts of the problem in specific contexts while seeking to redesign for re-localization to other communities.<\/span><\/p>

We also want to remind that technology is neutral and can be used for inclusion but also for control and repression. <\/span><\/p>

– We stress the need to think about how your product fits into the whole ecosystem: isn\u2019t there a solution that already exists? Line up clear ideas of business models, don\u2019t postpone them for later.<\/p>


– An app that does not work anymore or is left not up to date can harm the life of refugees and displaced people, creating distrust towards technology and the ecosystem of refugee tech. Build tools that the community can take ownership of and maintain even if you disappear.<\/p>


– A quick warning for products relying on a lot of fresh content: content goes outdated fast. You will find that innovating for integration is tough: it becomes very political very fast and the issue tends to be that laws are constraining or preventing empowerment of the very people you are trying to help.<\/p>

As such, Techfugees recommends that you become knowledgeable in a human rights-based approach. This is \u201ca conceptual framework for the process of human development that is normatively based on international human rights standards and operationally directed to promoting and protecting human rights\u201d.<\/p>
